minnesota department of health logoST PAUL, MN - New food truck operations will pay more to get licensed in St. Paul as a result of the state Department of Health taking over restaurant and business inspections that had been handled by the city.

But that’s not the whole story, say officials with the Minnesota Department of Health. The new reality for food truck vendors is complicated by a series of differences between state and city practices.

Doug Schultz, a spokesman for the state Health Department, said startup food truck operations in St. Paul will pay up to $560, which includes a license fee of $210 and a plan review fee of $250 to $350. Future inspections would cost $266, which is actually a small cost savings for food truck operators in the long run.

Food trucks already licensed by Minneapolis, Ramsey or Hennepin counties or another jurisdiction would not be considered startups and would not have to pay the plan review fee.

The St. Paul Department of Safety and Inspections has been charging food trucks $244 for licensing, regardless of whether they’re a startup, Schultz said. The city’s food trucks have also been paying a separate $35 hospitality fee directly to the state, and that fee is now included in the cost of state inspections.

The overall difference: a $13 savings for established vendors.

In addition, food trucks licensed by the Minnesota Department of Health will be allowed to operate in any city or county where the department handles inspections. In other words, a St. Paul food truck could cross into West St. Paul or another Dakota County municipality without having to be reinspected, but not into Minneapolis.

That’s a potential cost savings that food trucks licensed solely in St. Paul did not enjoy. The switch to the state system, however, also opens the door to more competition from vendors coming from outside the city.

twins-logoMINNEAPOLIS, MN - The Minnesota Twins are getting in on the food-truck craze, building one of their own to round the bases in Minneapolis and St. Paul.

Tentatively named “Taste of Target Field,” the food truck will sell ballpark food such as Twins Dogs, bratwursts and Polish sausages as soon as August, Twins Senior Vice President of Operations Matt Hoy said.

Chili from The Loon Café and nachos could also make the lineup, which is still under development.

The ballclub is working to get the truck designed and licensed, Hoy said. Plymouth-based Chameleon Concessions owner Mark Palm is outfitting the truck.

Twins players and mascot T.C. Bear are expected to pay visits. An on-board radio will broadcast games, and a digital menu will double as a television.

Delaware North Companies Inc., the concessions company that heads food operations in the stadium, will operate the truck.

“We’re trying to get into the food truck business and spread the word on our brand,” Hoy said.

You may have missed it, but the mobile food industry is growing faster than anyone would have guessed two years ago. It can be difficult to keep up with the new trucks and carts as they pop up throughout the country. Because of this, Mobile Cuisine Magazine assists our readers weekly by posting the names and information about these trucks, so if they happen to be in your area, you can begin to follow them, or at least keep any eye out for them on the roads and cart pods.

In our quest to keep our readers up to date with the latest stories relating to the food truck industry has compiled a list of the stories that hit the wire this weekend from Washington DC, Atlanta, Phoenix, St. Paul, Sydney and Boulder.

Naan Stop LA

D.C. to propose zones for food trucks – Washington DC - Searching for a compromise in the bitter divide between brick-and-mortar restaurants and food trucks, the D.C. Department of Consumer and Regulatory Affairs on Friday will propose creating “vending development zones” that would allow neighborhoods to decide how many mobile and sidewalk vendors to allow in their area.

Naan Stop Food Truck to Open Restaurant… in Atlanta – Atlanta, GA - The latest Los Angeles food truck to open a brick-and-mortar location is Naan Stop (@naanstop), but they’re doing it in Atlanta. Why? Because Georgia needs samosas and masala fries. In fact, it’s sort of a return to their roots for Neal and Samir Idnani, who own and run the truck.

Hotdog food truck combines unique toppings, creates loyal following – Phoenix, AZ - Mango chutney, pinto beans and cilantro are a far cry from the traditional ketchup, mustard and relish that top most hotdogs. But Short Leash isn’t your traditional hotdog cart.

St. Paul Winter Carnival adds food trucks, loses snow sculptures – St. Paul, MN - The Coolest Celebration on Earth returns for its 126th year, turning downtown St. Paul into the play place of the Winter Carnival royal family and resident revelers.

What’s new in 2012? Just a couple of things, including more food and booze in Rice Park and some cold-weather yoga. But the big changes are in schedules and locations for a few key events, like the royal coronation and the route of the Grande Day Parade.

Sydney’s first food trucks announced – Sydney, Australia - The City of Sydney has announced the 10 mobile eateries that will take part in this year’s food truck pilot program, having received more than 30 applications from hopeful operators.

The group was chosen by a panel of food experts and after a selection process that included checking that the proposed food truck complied with health and waste management codes and a cook-off challenge where contenders had an hour to cook meals from their truck menu, which were then judged on the taste, their overall concept and their complete offering.

5 QUESTIONS with Verde Food Truck co-founder T.J. Ingraham – Boulder, CO - High school buddies T.J. Ingraham and Michael “Seth” Sethney came to Boulder, but had a hard time tracking down the Sonoran-style burritos and tacos they loved back home in Arizona.

To both get their fix and share it with others, they launched Verde Food Truck late last year in Boulder.

ST. PAUL, MN - The food truck season is almost over. Last Wednesday was the last food truck court in St. Paul, and today is the final food truck rally until spring.

But even as many food trucks shut down for the winter, others are staying open, and some are just getting started. We got in touch with a number of companies to find out who’s still open, who’s closing, and who’s closed.

A few food trucks are looking into the possibility of staying open all winter. ”We want the truck to stay tough,” says Mike O’Halloran with the Barrio food truck. They’re considering equipping their truck with heaters for customers.

Fork in the Road will remain open through the winter, as will the Gastro Truck. Ditto Nate Dogs. Check their Twitter accounts for updates on where they’ll be on any given day.

Simply Steve’s also plans to be out around 10th and Nicollet throughout the winter, when it’s above 20 degrees and there’s no snow. “I’m sure I’ll also be on Marquette between Sixth and Eighth,” says owner Steve Ramlow.

Other mobile eateries plan to close sometime in November. Hola Arepa is closing November 4, this Friday. Potter’s Pasties is aiming to finish up November 26. Vellee Deli will announce a date on its website this week and guesses it’ll be “mid-November.”

The Chef Shack is looking at December 1 as a potential last day. ”It’s Minnesota,” explains Lisa Carlson. “If it’s nice out we will be out.”

Josh Thoma at the Smack Shack says he’ll let the consumer set his deadline.

“When people stop coming is what we’ve been telling our guests,” Thoma says. On the other hand, he says, “We serve every night at 1029 Bar, inside, so if people still want a lobster roll they can always come here.”

Some trucks have already closed for the winter.

128 Cafe is closed for the season, as are Dandelion Kitchen and World Street Kitchen, both of which finished up last Friday. Chef Sameh Wadi also suggested to City Pages that plans “might change,” so check their Twitter.
